The Minister of State in-charge of Public Procurement, Sarah Adwoa Safo, has issued a warning notice to all public and civil servants involved in the procurement processes in their respective institutions to be mindful of the Public Procurement Act since any breach of the law would attract severe sanctions.

With particular reference to sole-sourcing, she said under the leadership of President Nana Addo Dankwa Akufo-Addo, the era when state looting through the abuse of such method is "now a thing of the past as all efforts are being made to investigate and bring closure to some of these issues.."

Ms Safo emphasized, "I must sternly warn that whoever will be found culpable will be dealt with in accordance with the law."

She sounded this word of caution when addressing colleague ministers, head of civil service, chief executive of Public Procurement Authority and professionals of the procurement and supply chain at a summit in Accra last Tuesday.

This year's event, which was organized by the Procurement and Supply Chain Department of the Civil Service, was under the theme, 'Effective procurement as a tool for job creation.

Commenting further, Ms Safo, who is the Deputy Majority Leader of the Parliament of Ghana, said the government, mindful of the abuse of the procurement methods, especially, sole-sourcing , would leave no stone unturned to ensuring that the right structures are in place to allow for the proper functioning of public procurement in the country.

"My ministry will keep collaboration with all state actors in the procurement and supply chain environment, including the Public Procurement Authority, The Civil Service, the Local Government Service, the Government and all stakeholders to ensure that training and skills development are an integral part of policy," she posited.

She used the occasion to remind the gathering about some amendments made to the Public Procurement Act of 2003 (Act 663), noting that the changes are meant to provide for decentralized procurement which includes new provisions from the revised United Nations Commission on International Trade Model Law (UNCITRAL) on procurement.

It also includes provisions for fair, equal and equitable treatment of suppliers and contractors and for the promotion of integrity and public confidence in the procurement process.

Such amendments, the minister of state added, take account of current international best practices to remove the delays caused by the hierarchical structures of the procurement systems and improve public procurement efficiency.

Apostle Safo Donates GH 500,000 To Rebecca Foundation

The Founder and Leader of the Kristo Asafo Mission of Ghana, Apostle Dr Ing.Kwadwo Safo, has donated GH 500,000 cash to the First Lady, Mrs Rebecca Naa Okaikor Akuffo-Addo, to support her initiative to build a new mother and child care unit for the Komfo Anokye Teaching Hospital (KATH) in Kumasi.

Making the donation to the First Lady in Accra last Friday, Apostle Safo said the donation was the contribution of the church towards the project intended to save mothers and babies at the hospital from needless deaths.

The new mother and child care project is to vert the numerous deaths recorded over the years due to lack of space, facilities and other equipment at KATH.

In May 2017, the First Lady cut the sod for work to begin on the project which is expected to be completed in four months.

Campaign

A campaign by the First Lady to raise funds towards the project yielded GH 6,170,686.23 in cash and GH 1,489,500 in pledges in pledges in both Accra and Kumasi.

The campaign, dubbed "Save a child, save a mother", is hoping to an initial GH 10 million. Work on the project is currently at the lintel level.

The congestion at the Mother and Child Care Unit at KATH in Kumasi reached an alarming stage, leading to the deaths of several pregnant women and their babies.

Before the campaign, the labour ward had eight beds and two delivery beds, while the maternity block had two theatres, of which one was only functional.

The nursery had only 24 cots, although the hospital delivers about 15 babies on an average daily, in addition to many baby referral cases, a situation that caused congestion at the nursery.

Due to the limited number of cots, four or five babies had to share a cot, situation which caused infection and reinfections among babies.

Apostle Dr Ing. Safo praised the First Lady for initiating the project.

He recounted how he had on behalf of Kristo Asafo supported children's homes, rehabilitation centres, orphanages, prisons, hospitals, schools for the blind, deaf and physically challenged with food items, clothing, sewing machines, wax prints and cash for over decades.

Commendation

Receiving the donation, Mrs Akuffo-Addo commended Apostle Kwadwo Safo for the wonderful and kind gesture which would help in the completion of the first block, which was nearing completion, and called for more support and collaboration.
